The Mongolian National University of Medical Sciences (MNUMS) was established on December 6, 1940, by Order No. 45 of the Council of Ministers of the People's Republic of Mongolia. Initially founded as the Faculty of Medicine of the National University of Mongolia, it became an independent entity with a college status known as the Mongolian Medical Institute (Анагаах Ухааны Дээд Сургууль/Anagaakh Ukhaanii Deed Surguuli) in 1961. With a history spanning 82 years, MNUMS is a state-owned university dedicated to training physicians and medical professionals in the healthcare sector.
On December 9, 1996, by Order No. A/81 of the Rector of MNUMS, the Centre for Continuing Medical Education established the Doctoral and Master's Office, initiating graduate training domestically. Building on 28 years of experience in implementing graduate training, the International Cyber University of Medical Sciences (ICUMS) was established by Order No. B/35 of the Rector of MNUMS on September 7, 2015. This was done with the aim of providing equal opportunities for doctors and medical professionals in the healthcare sector to pursue advanced education and professional development regardless of physical location and time constraints.
When introducing the first online Master's program in Mongolia, the content, technology, and methodology were developed in collaboration with visiting professors namely, Professor Young Moon Chae of Yonsei University in South Korea, an honorary professor at MNUMS, and Professor Meredith Praamsma of Johns Hopkins University, Maryland, Baltimore. The program was aligned with international trends in higher education and initially launched with two public health programs. By 2016, it expanded to include six programs: Medicine, Traditional Medicine, Dentistry. Pharmaceutical Sciences, Nursing, Biomedical Science. Currently, the following curriculum is implemented:

Towards accelerating the online Master's program to an international standard, and to recruited foreign students, all course materials were developed in both English and Mongolian. The program utilizes the Moodle system, which has over 410 million users in more than 240 countries worldwide. The first admission for the online Master's program began with 104 students from 21 provinces and one international student from South Korea (Moon Ok). From 2015 to 2021, MNUMS implemented a development policy that encompassed 24 activities within four objectives and three main policy directions. To improve the implementation, both internal and external evaluations were conducted in phases, revealing performance rates of 57.7% in 2018 and 72.15% in 2019. Experts concluded that it was necessary to update the key performance indicators for medium-term strategic planning, research, and professional activities. This update would align with Mongolia’s "Vision 2050" long-term development policy, the "Sustainable Development Goals of Mongolia 2030," and the "Medium-Term (2020-2025) Sustainable Development Policy of Mongolia," considering the current state and government policies. An order (No. A/235) was issued on October 22, 2020, by the Rector of MNUMS to establish a working group led by Dr Damdindorj Boldbaatar, Prorector for Research and Foreign Relations, with the aim of revising the development policy to ensure the sustainable development of MNUMS. This revision was based on step-by-step discussions, expert recommendations, stakeholder inputs, and the needs to elevate innovation in the health sector, the international trends in higher education, and the university hospital system. The revised development policy was approved by the MNUMS Board of Directors on April 26, 2021, by Order No. 06. The Development Policy of MNUMS (2021-2030) envisions MNUMS becoming "one of the top 1000 universities in the world," with a mission to "be a leading university in science, education, and health." The values guiding this policy are the history, intellectual achievements, reputation, unity, knowledge, ethics, and skills of our faculty, researchers, doctors, dedicated students, and creative and leading graduates. We are committed to these principles to implement our development policy effectively. The Graduate School (GS) at MNUMS is responsible for graduate education, supported by 699 faculty members with doctoral degrees or higher. The International Cyber Education Centre (ICEC) ensures student- centered, feedback-driven education. According to Clause 3.3 of the MNUMS charter, approved by Appendix 01 of Order No. 01 of the Board of Directors on February 23, 2022, MNUMS is organized into units including departments, offices, Centers, schools, divisions, laboratories, sectors, and professor teams.
